§ 6009. Regulatory jurisdiction

Except as may be expressly provided otherwise herein, the public service board and the department of public service shall have jurisdiction over the authority, its members or other persons or entities owning or operating such authority and all plants, lines, exchanges and equipment of the authority and its members used in or about the business carried on by them in this state to the same extent as, respectively, they have over municipal electric utilities. Without limiting the generality of the foregoing, the public service board and the department of public service shall have the same powers with respect to the authority as they now or may hereafter have with respect to municipal electric utilities regarding rates, financings, contracts for purchase and sale of power, investments, siting and construction of facilities and the establishment or alteration of service territories.
