§ 6101. Policy and purpose

It is the policy of the general assembly that elderly and handicapped Vermonters shall have a greater opportunity to live independently or with their families thereby retaining their dignity as independent human beings, and relieving the state and its institutions from additional dependent clients in an effort to reduce the state's medicaid liabilities and requirements. Therefore there is established within the agency of human services, supported by public revenues and private donations, a special independence fund to be administered by the agency of human services with the advice of an independence board hereinafter established. The agency shall have authority to provide needy elderly and handicapped individuals, and those who care for such individuals in their homes, assistance and services appropriate to maintain independence in each individual case.
