10-130a.   Failure of state treasurer to pay certain funds or moneys asprovided by law; penalty.Any state treasurer who possesses or controls funds or moneys which are directedby law to be used for thepayment of any bonds or the interest thereon and who fails to pay the sameat the time and in the manner provided by law shall be guilty of amisdemeanor, and upon conviction thereof shall be punished by a fine of notto exceed $100.
