Article 8.--WARRANTS

      10-812.   Proceeds from cancellations; canceled warrants payment fund. (a) Except as otherwise specifically provided by law, all balances accruedfrom unpaid canceled warrants under K.S.A. 10-811 shallbe credited to the canceled warrants payment fund and shall be so transferredupon the records of thedirector of accounts and reports and state treasurer.

      (b)   There is hereby established the canceled warrants payment fund inthe state treasury. All expenditures from the canceled warrants paymentfund shall be for payment of claims under K.S.A. 46-921 and amendments theretoin accordance with the provisions of appropriations acts upon warrants ofthe director of accounts and reports pursuant to vouchers approved by theclaimant pursuant to that statute or the claimant's legal representativeor duly authorized agent.

      (c)   On July 1, 1984, and each July 1 thereafter, the director of accountsand reports shall transfer any unencumbered balance in excess of $100,000in the canceled warrants payment fund from that fund to the state general fund.
