11-305.   Same; rules and regulations.The secretary of state shall adopt rules and regulations necessaryfor the determination of theresidence or nonresidence of military personnel stationed within the stateand students attending colleges and universities within the state of Kansasand determining the permanent residence of students and military personnelwho are residents of the state of Kansas together with such other information requiredto carry out the provisions of this act.Such rules andregulations shall be adopted in accordance with the provisions of article4 of chapter 77 of the Kansas Statutes Annotated, and amendments thereto.
