12-144.   Same; approval by election required.Any ordinance providing for such a vehicle license or stamp tax shall bevalid only if first submitted to the qualified electors of the city at anelection called and held for such purpose in accordance with the procedureset forth in K.S.A. 12-137 and 12-138, and if approved by a majority of thequalified electors voting on the proposition: Provided, That thewording of any proposition submitted to the voters shall be: "Shall thecity levy a tax on motor vehicles of $________, the revenue to be used forstreet improvements and traffic control purposes?"
