12-146.   Same; use of tax proceeds.The revenue derived from such taxes shall be used for the improvement ofhighways and for the regulation of vehicular traffic thereon and for noother purposes. The revenue derived from any taxes levied on a datefollowing final adoption of the city's budget may be expended during thefirst year without regard to budget law limitations.
