12-1002.   Same; how powers exercised.All powers now exercised by cities of the first, second and thirdclasses, respectively, or which shall hereafter be conferred upon them,shall be exercised by the governing board herein provided for, insofar asthey do not conflict with the provisions of this act, creating the officeof city manager.
