12-1010.   Same; ordinances; appointment of manager.It shall be the duty of the commission to pass all ordinances needfulfor the welfare of the city. The commission shall provide for such officesas shall be necessary to carry out the provisions of this act and determinesalaries for the same. It shall appoint a manager as hereinafter provided,and shall be responsible for his or her efficient administration of thecity's business.
