12-1022.   Same; election.The question of the adoption of a city manager plan of government may besubmitted to the qualified electors of a city in the manner provided byK.S.A. 12-184. The ballots used for the submission of such question shallbe as follows:

      "Shall the governing body of the

      city (naming the city) appoint a
