12-1029.   Adoption of council-city manager plan by cities of first class.Any city of the first class may hereafter adopt the council-city managerform of government at any primary or general city election or state primaryor general election. Theprocedure for adoption shall be the same as now provided for the adoptionof the commission-city manager form of government.
