Article 10.--CITY-MANAGER PLAN

      12-1036b.   Same; governing body, qualifications, oaths; bonds;president; powers.The governing body shall consist of a mayor and two (2) councilmenelected by the city as a whole and four (4) councilmen elected bydistricts. Qualifications, oaths and bonds of the mayor and councilmenshall be as provided in the general laws establishing and relating to thecommission-manager form in cities of the first class. After every regularcity election, the council shall elect one of its members as president ofthe council who in the absence or disability of the mayor shall becomeacting mayor: Provided, That such councilman shall retain all votingrights and other prerogatives as councilman while acting as mayor. Allpowers now exercised by cities of the first class which are notinconsistent with this act, or which shall hereafter be conferred upon themshall be exercised by the governing body herein provided for:Provided, That any action taken by the city council shall be by amajority vote of the councilmen serving on the council unless a greaternumber of votes are specifically required by another provision of law:Provided, That where the number of favorable votes is one less thanrequired, the mayor shall have power to cast the deciding vote in favor ofthe ordinance, resolution, motion or any other action of the governingbody, except charter ordinances, upon which the mayor's vote shall becounted on every occasion.
