12-11a09.   Same; tax levy by city, use of proceeds; election required.For the purpose of paying the cost of providing special law enforcementservices under the provisions of K.S.A. 12-11a06 under contract or inthe establishment of a joint department with such township, thegoverning body of the city is hereby authorized to levy a tax of not toexceed two mills upon all taxable tangible property within such city topay the cost thereof and to pay a portion of the principal and intereston bonds issued by such city under the authority of K.S.A. 12-1774, andamendments thereto, except that no levy shall be made underthe provisions of this section without the question of levying the samehaving been submitted to and been approved by a majority of the electorsof the city voting at an election called and held for such purpose. Allsuch elections shall be noticed, called and held in the manner providedfor the giving of notice, calling and holding of elections upon thequestion of the issuance of bonds under the general bond law.
