12-11a12.   Tax levies and expenditure of funds by cities exempt fromcertain limitations.Taxes levied by cities under the authority of this act shall not besubject to or within the limitations upon the levy of taxes and theexpenditure of funds imposed under the provisions of article 44 of chapter79 of the Kansas Statutes Annotated.
