12-1228.   Penalties as to library property authorized.The governing body of a municipality maintaining a library shall havepower to pass laws or ordinances imposing suitable penalties for thepunishment of injury committed to library buildings or other property andfor injury to or failure to return any book or other library materialbelonging to such library.
