12-1232. Same; appointment of board; terms;vacancies; eligibility.The library board of a regional library shall consist of sixappointed members and, in addition thereto, the official head of eachparticipating county or township shall appoint a member of the governingbody to be an ex officio member with thesame powers as appointed members. Each county or township participatingin a regional library shall be equally represented on the library board,but in case such uniform representation cannot be obtained because ofthe number of counties or townships participating, the governing bodyshall agree on a method of rotating representation among theparticipating counties or townships. The official head of eachparticipating county or township, with the approval of the governingbody thereof, shall appoint the members from such county or township.
Terms of all members of the library board of any township library previouslyestablished under the authority of K.S.A. 80-804 shall expire on the effectivedate of this act and successors to such members shall be appointed in themanner and for the terms prescribed in this section.
The members first appointed shall be appointed, one for a termexpiring the first April 30th following date of appointment, two forterms expiring the second April 30th following date of appointment, onefor a term expiring the third April 30th following date ofappointment, and two for terms expiring the fourth April 30thfollowing date of appointment. Upon the expiration of the terms ofmembers first appointed, succeeding members shall be appointed in likemanner for terms of four years. Vacancies occasioned by removal fromthe county or township, resignation or otherwise, shall be filled byappointment for the unexpired term. Except for the ex officio members ofthe board, no person holding any office in a participating county ortownship shall be a member of the library board while holding suchoffice, and no person who has been appointed for two four-year termsto the library board shall be eligible for further appointment to suchboard.
