12-1250.   Same; cooperation between library board and countycommissioners; use of library.Any board of county commissioners issuing bonds under authority of thisact shall confer and advise with the library board of the second-class cityinvolved in selection of an architect and in development of plans for suchbuilding. Upon completion of such building and acceptance thereof by theboard of county commissioners, the same shall be made available for librarypurposes to be used by the library board of such city of the second classor any successor library board, or other authority offering public libraryservices to all of the residents of such county. The library facilities andservices offered in any library constructed under the provisions of thisact shall be available to any persons authorized to use the same by thelibrary board of such city.
