Article 12.--LIBRARIES

      12-1286.   Same; use of library; rules andregulations.The library shall be free for the use of the residents ofthe library district, subject always to such reasonable rules and regulationsas the library board may adopt. The library board may exclude from the use ofthe library any and all persons who shall willfully violate such rules. Thelibrary board may extend the use and privilege of such library to nonresidentsof the district, charge nonresidents a reasonable fee therefor and makeexchanges of books with any other library upon such terms and conditions as thelibrary board may from time to time by its regulations prescribe.
