12-1668.   Same; act not exclusive.Nothing in this act shall prohibit a public agency from issuingtemporary notes as provided by K.S.A. 10-123 or otherwise legally financingthe cost of a local program and when reimbursed with federal aid payingsuch notes or crediting the aid to the proper fund.
