12-1670.   Same; approval or disapproval; resubmission, when.If upon receipt of any proposed budget, tax levy, or improvementproceeding, the board of county commissioners of such county shall approvethe same and the board shall certify such approval in writing to thegoverning board submitting such proposal. If the board of countycommissioners shall disapprove any such proposed budget, tax levy orimprovement proceeding, the board shall certify such disapproval togetherwith its reason therefor in writing to the governing board proposing thesame and no such budget, tax levy or improvement proceeding shall beauthorized or adopted without having been resubmitted to and having beenapproved by the board of county commissioners of the county.
