12-1674a.   Service fees and charges; certain cities prohibited fromimposing upon persons not receiving service.In all counties with population of not less than one hundredseventy-five thousand (175,000) and not more than two hundred fifteenthousand (215,000) no city shall make any fee or charge howsoeverdesignated, for any service provided by said city to residents thereof,unless the person or property charged for or paying such fee shall be auser of or required by law to use such service, and, in no event shall suchfee or charge be unreasonable or disproportionate to the service provided.
