12-1739a.   Bonds and proceedings under 12-1736 et seq. validated.Any city of the second class which has, pursuant to K.S.A. 12-1736 etseq., authorized the issuance of general obligation bonds of the cityfor the alteration, repair, reconstruction, remodeling, replacement or makingof additions to and furnishing and equipment of a city auditorium, and communityor recreational building and which has held a bond election therefor priorto November 3, 1976, at which a majority of the qualified electors votingon the proposition voted in favor of the issuance of bonds for such purposein an amount not to exceed six hundred thousand dollars ($600,000), is herebyauthorized to issue such bonds notwithstanding the fact that an insufficientnumber of notices of such election were published to meet the requirementsof the general bond law. All proceedings for the issuance of such bondsand all bonds issued pursuant thereto are hereby validated and confirmed.
