12-1777. Relocation assistance plan.Before any redevelopment project shall be initiated under this act a relocationassistance plan shall be approved by the governing body proposing to undertakethe project. Such relocation assistance plan shall:
(a) Provide for relocation payments to be made to persons, families andbusinesses who move from real property located in the redevelopmentdistrict or who move personal property fromreal property located in the redevelopment district as a result of theacquisition of the real property by thecity in carrying out the provisions of this act. With respect to anyredevelopment project other than one which includes an auto race trackfacility,such payments shall not be less than $500;
(b) provide that no persons or families residing in theredevelopment district shallbe displaced unless and until there is a suitable housing unit availableand ready for occupancy by such displaced person or family at rents withintheir ability to pay. Such housing units shall be suitable to the needsof such displaced persons or families and must be a decent, safe, sanitaryand otherwise standard dwelling; and
(c) provide for the payment of any damages sustained by a retailer, asdefined by K.S.A. 79-3702, and amendments thereto, by reason of theliquidation of inventories necessitatedby relocation from the redevelopment district.
