12-1797. Same; appeal, when.Any resident of or property owner within the city may appeal the actionand decisions of the governing body of the city, or while acting asgoverning body of the district, includingthe creation of the district and the levying of the proposed taxes for thedistrict, to the district court of the county in which any part of the districtis located, within 30 days after the date upon which the ordinance creatingthe district becomes effective, but the action and decisions of the governingbody are final and conclusive unless the court finds that the governingbody exceeded its authority. No action may be brought questioning the regularityof the proceedings pertaining to the establishment of a district or thevalidity of the district, thepropriety of the inclusion or exclusion of any property within or from thedistrict, or the ability of the governing body of the districtto levy taxes in accordance with theordinance establishing the district, after 30 days from the date on whichthe ordinance creating the district becomes effective.
