12-17,121.   Downtown redevelopment act; purpose;citation of act.(a) The purpose of the Kansas downtown redevelopment act isto promote, stimulate and develop the general and economic welfare of the stateof Kansas and its rural and low income communities, to encourage therehabilitation and use of real property located in downtown areas that havebecome vacant or minimally utilized and to assist in the development andredevelopment of eligible areas within cities and counties thereby promotingthe generalwelfare of the citizens of this state, by authorizing cities and counties toapply to thedepartment of commerce to designate downtown redevelopment areas, whereinrebate of real property tax increments collected from real property mayapply to properties which have undergone approved improvements.

      (b)   This act shall be known and may be cited as the Kansas downtownredevelopment act.
