      12-17,151.   Same; application to existingdistricts.The provisions ofK.S.A. 2009 Supp.12-17,140 through 12-17,150, andamendments thereto, and K.S.A. 12-194 and 25-432, as amended pursuant to thisact, shall apply to all transportation development districts, whether createdbefore or after July 1, 2003.
