12-17,160.   Purpose of act; issuance of sales tax andrevenue bonds.It is hereby declared to be the purpose of this act topromote, stimulate and develop the general and economic welfare of the state ofKansas and its communities and to assist in the development and redevelopmentof eligible areas within and without a city thereby promoting the generalwelfare of the citizens of this state, by authorizing cities and counties toacquire certain property and to issue sales tax and revenue (STAR) bonds forthe financing of STAR bond projects asdefined inK.S.A. 2009 Supp.12-17,162, and amendments thereto. It is furtherfound and declaredthat the powers conferred by this act are for a public purpose and public usefor which public money may be expended and the power of eminent domain may beexercised. The necessity in the public interest for the provisions of this actis hereby declared as a matter of legislative determination.
