12-17,175.   Certain STAR bond projects; limitation onauthorized issuance of bonds; interest rate.For projects approved after July 1, 2005, involving the useof financing pursuant to subsection (a)(1)(E) ofK.S.A. 2009 Supp.12-17,169,and amendmentsthereto, the secretary shall set a limit on the total amount of such specialobligation bonds that may be issued for a STAR bond project. An issue ofspecial obligation bonds must bear interest ata reasonable rate as of the time of sale of the bonds, taking into account suchfactors as current market conditions, the nature and degree of risk associatedwith repayment of the bonds and other relevant factors.
