12-2010.   Compensation and levies by cities.Cities, may, by ordinance, levy a franchise fee or tax, including annualfixed charges as may be prescribed in the franchise ordinance. Such fixedcharge may consist of a percentage of the gross receipts derived from theservice permitted by the franchise from consumers or recipients of suchservice located within the corporate boundaries of such city. Such levies,taxes or fees including all forms of consideration to such city andincluding initial lump sum payments must be reasonable and shall begenerally in conformance with standards, if any, established by federalcommunications commission regulations or other applicable laws.
