12-2517.   Same; approval by congress.The Mo-Kan agency has the power to apply to the congress of the UnitedStates for its consent and approval of the compact. In the absence of theconsent of congress and until consent is secured, the compact is bindingupon the state of Kansas in all respects permitted by law for the twostates of Missouri and Kansas without the consent of congress tocooperate, for the purposes enumerated in the compact and in the mannerprovided therein.
