12-2526.   Same; approval of congress.The authority shall have power to apply to the congress of the UnitedStates for its consent and approval of the compact; but in the absence ofsuch consent of congress and until the same shall have been secured, thecompact shall be binding upon the state of Kansas in all respects permittedby law for the two (2) states of Kansas and Missouri without the consent ofcongress to cooperate, for the purposes enumerated in the compact, and inthe manner provided therein.
