12-2707. Municipal water supply system; resolution; plans, specificationsand estimate; approval by secretary of health and environment; cost limited.If the governing body of a municipality determines it advisable andnecessary to provide a water supply system or to improve themunicipality's water supplysystem by contracting with other municipalities and corporations asprovided in thisact the governing body shall so declare by resolution. The participatingmunicipalities and corporations forthwith shall have prepared plans andspecifications and a detailed estimate of the cost of such improvements andshall file a copy of the plans, specifications and estimatewith the clerk of each participating municipality and with the secretary ofeach participating corporation, if any.Such plans, specifications and estimate shall bepresented to the secretary of health andenvironment for approval. If approvedby the secretary, the plans, specifications andestimate shall be returned to the clerk of each participating municipality, showing suchapproval. No bonds to paythe cost for any improvement provided for in this act shall be issued bythe governing body of any municipality until the plans,specifications and estimate have beenapproved by the secretary of health andenvironment. The total cost of any improvementprovided for in this actshall in no case exceed the total cost of the approved estimate.
