12-2714.   Municipalities and corporations not deemed common carriersand not subject to utility regulation.Any municipality or corporation entering into an agreement under theauthority of this act or validated by this act shall not be deemed to be acommon carrier with respect to the water transportation facilitiesestablished thereunder and shall not be deemed subject to any utilityregulation by reason of its participation in so providing facilities for awater supply, water distribution system, or waterworks system.
