12-2818.   Same; chairman and temporary secretary; qualification andsalary of chairman.As soon as possible after the appointment of the initial members, theboard shall organize for the transaction of business, select a chairman anda temporary secretary from its own number, and adopt bylaws, rules andregulations to govern its proceedings. The initial chairman and successorsshall be elected by the board from time to time for the term of his or heroffice as a member of the board or for the term of three years, whicheveris shorter. The chairman shall not be engaged in any other business oremployment during his or her term as chairman and the board shall fix thesalary of the chairman in addition to his or her salary as a member of theboard, which shall not be increased or diminished during his or her term ofoffice as chairman.
