12-2826. Rules and regulations; rates, fares and charges; freetransportation, certain.The board shall make all rules and regulations governing the operationof the transportation system, shall determine all routings and change thesame whenever it is deemed advisable by the board, subject to theprovisions of any ordinance granting rights to the authority.
The board shall fix rates, fares and charges for transportation,provided that they shall be at all times sufficient in the aggregate toprovide revenues (a) for the payment of the interest on and principal ofall bonds, certificates and other obligations payable from said revenuesand to meet all other charges upon such revenues as provided by any trustagreement executed by the authority in connection with the issuance ofbonds or certificates under this act, (b) for the payment of all operatingcosts and all other costs and charges incidental to the operation of thetransportation system, (c) for the payment of all costs and chargesincurred pursuant by [to] this act and any other costs and charges foracquisition, installation, construction, or for replacement orreconstruction of equipment, structures or rights of way not financedthrough issuance of bonds or certificates under this act, and (d) for anycompensation required to be paid to any municipality for the use ofstreets, subways and other public ways.
The board may provide free transportation within any municipality inwhich they are employed for firemen, when in uniform, and policemen when inuniform or when not in uniform and certified for special duty, and foremployees of the authority when in uniform or upon presentation ofidentification as such employees, and may enter into agreements with theUnited States post office department for the transportation of mail, andthe payment of compensation to the authority in lieu of fares for thetransportation of letter carriers, when in uniform at all times.
