12-305. Holding joint session; officers.At the time specified by the largest city for holding the session of thecity councils, the councils of the cities proposing to consolidate shallmeet in the council chamber of the largest city, and the mayor of thelargest city shall be president of such session, and the clerk of such cityshall be the secretary of such joint session. In case of the absence ofeither or both of said officers, the corresponding officers of the nextlargest city shall act as president and secretary, as the case may be. Inthe absence of both mayors or both clerks, the joint session shall elect apresident or secretary from the councilmen present.
