12-306.   Joint session; adjournment; vote requirement.Said joint session may be adjourned from time to time, until thebusiness for which it is assembled is completed. On all preliminaryquestions a majority of those present and voting shall be sufficient, buton the final passage of the joint ordinance there must be a majority of allthe councilmen-elect of each city voting in the affirmative, to give suchordinance validity.
