Article 3.--CONSOLIDATION OF MUNICIPALITIES

      12-331a.   Expenditures by consolidated city during year consolidationeffected.Whenever two (2) or more cities are consolidated in accordance with theprovisions of this act, the governing body of the consolidated city maymake expenditures for purposes authorized by law for such city during thebudget year when such consolidation was effected, and if the budget for thenext ensuing budget year was adopted by the governing body of the cityprior to the time the consolidation is effected, then said governing bodymay also make such expenditures in the next ensuing budget year, eventhough such expenditures were not included in the budget for the period inwhich the expenditures are made. Nothing contained in this section shall beconstrued as authorizing a consolidated city to incur indebtedness or tomake expenditures in violation of the cash basis law.
