Chapter 12.--CITIES AND MUNICIPALITIES
Article 3.--CONSOLIDATION OF MUNICIPALITIES

      12-361.   Same; unification commission, membership,compensation and reimbursement for expenses; executive director;officers.(a) Within 10 days of the effective date of this act, aunification commissionshall be appointed.One member shall be appointed by the governing body of the city of Tribune,one membershall be appointed by the governing body of thecity of Horace and twomembers shall be appointed by the board of county commissioners of the county.The fifth membershall be appointed by the members of the unification commission appointed bythe cities and countyand such member shall serve as the chairperson of the commission. Members ofthe commissionshall include, but not be limited to, persons with experience in accounting,business management,municipal finance, law, education, political science or public administration.Members of thecommission shall be residents of Greeley county.

      (b)   Members of the commission may be paid compensation, subsistenceallowances,mileage and other expenses as provided by K.S.A. 75-3223, and amendmentsthereto.

      (c)   The members of the unification commission may appoint an executivedirector of thecommission. The executive director may be paid compensation in an amountdetermined by thecommission. If approved by the commission, the executive director may employother staff and maycontract with consultants, as the executive director deems necessary to carryout the functions of thecommission. Staff employed by the executive director shall receive compensationestablished by theexecutive director.

      (d)   Within 30 days following the appointment of all members of thecommission, thecommission shall meet and organize by the election of a vice-chairperson andother officers deemednecessary. The commission may adopt rules governing the conduct of itsmeetings.
