12-3016.   Expense budgeted over two- or three-year period, when.The governing body may, if the expense of the compilation orcodification and publication to be done in one (1) year will exceed theamount that can be budgeted for such purpose in one (1) year, budget over aperiod of not to exceed three (3) years to build up the estimated amount,or in the event the work will extend through not to exceed two (2) budgetyears, may provide for payment from two (2) annual budgets.
