12-3202.   Same; municipal function; authority vested in parkcommissioners, when.The governing body of any city may provide for the planting,maintenance, treatment or removal of trees and shrubbery upon all streets,alleys, avenues, boulevards and public rights-of-way of thecity as a municipal function. In anycity which now has, or may hereafter have a board of park commissioners,the governing body may vest such authority in the board of parkcommissioners.
