12-3429.   Same; emergencies; contracts.If the port authority determines that anemergency exists and an expenditure in an amount exceeding ten thousanddollars ($10,000)is necessary in order to avoid loss of life, substantialdamage to property, or damage to the public peace, health,safety or welfare, the contracts to deal with such emergency may be madeand entered into without public notice orcompetitive bids.
