12-3503.   Nonapplication of act in certain cases.(a) The provisions of this act shall have no application to any levy ofspecial assessment taxes against the state of Kansas, which assessmentswere apportioned by a board prior to the effective date of this act.

      (b)   The provisions of this act shall have no application to specialassessment taxes imposed upon property which is acquired by the state ofKansas after the initial levy of such special assessment taxes.
