12-3504. Notice to secretary of administration, when required; rulesand regulations relating to notice.Whenever any boardproposes to levy a special assessment for any purpose, andthere is located within the territory upon which the specialassessment is proposed to be levied, any real property owned by thestate of Kansas or any real property in which the state has a property interest,the board shall notify the secretary at the commencementof the proceedings intended to result in the levy.The notice shall be inwriting and shall be mailed to the secretary by registered mail. Thenotice shall be in form and contain any information as is specified inrules and regulations relating thereto which shall be adopted by thesecretary. The secretary shall also provide by rules and regulations fornotification by the board of subsequent steps inthe proceedings. Therules and regulations may provide for notices subsequent to the initialnotice to be mailed to particular state department heads in addition to thesecretary. All rules and regulations adoptedpursuant to K.S.A. 12-3501 et seq., and amendments thereto,shall be subject to approval of the state finance council as provided bylaw.
