12-3901.   Purpose of act.It is the purpose of this act to authorize and permit political andtaxing subdivisions of this state to more efficiently and effectively servethe needs of their constituents by consolidating or cooperating in theconsolidation of operations, procedures and functions of offices andagencies of such subdivisions which may be more efficiently and effectivelyexercised or provided by a single office or agency.
