12-3906.   Same; submission of agreements affecting state functions andservices to state officer or agency for approval.In the event that any consolidation proceeding or agreement betweenpolitical or taxing subdivisions made pursuant to this act shall affectfunctions or services over which an officer or agency of the stategovernment has constitutional or statutory powers of control, theconsolidation proceeding or agreement shall, as a condition precedent toits entry into force, be submitted to the state officer or agency havingsuch power of control and shall be approved or disapproved by the officeror agency as to all matters within the jurisdiction of the officer oragency.
