12-3909.   Act not authority for consolidation of political or taxingsubdivisions or closing or change in school attendance facilities.Nothing in this act shall be construed as authorizing the consolidationof any political or taxing subdivision with any other political or taxingsubdivision. Nothing in this act shall be construed to authorize theclosing or the change of use of any school or attendance facility.
