Chapter 12.--CITIES AND MUNICIPALITIES
Article 40.--INTERGOVERNMENTAL RELATIONS

      12-4002.   Same; duties; annual report.(a) It shall be the duty of the council to engage in continuousstudy of the servicesprovided by the various types and levels of government within the state, thedivision ofresponsibility for providing and financing governmental services, possibilitiesof improving theorganizational structure and operational efficiency of the various governmentalunits serving thecitizens of the state; and the state and local tax structure and the revenuerequirements and fiscalpolicies of the state and its local units of government. The council shall giveparticular attentionto modernization of the structure of Kansas local government, the impact ofurbanization on theorganization and functions of local government, the impact of technology on theorganization andfunctions of local government and the relationships between state and local governments.

      (b)   The council shall determine the manner in which the existing laws of the staterelating to the subjects of its study may be simplified, modified, rearranged, consolidated andrevised to insure greater effectiveness in the governmental practices of this state. The councilshall make an annual report in writing to the governor and legislature. Such report shall betransmitted to the legislative coordinating council on or before December 1, for inclusion, as thecoordinating council may determine, in its annual report. All recommendations requiringstatutory changes shall be in legislative bill form. Recommendations requiring constitutionalchanges shall contain the language of the proposed amendments and laws to implement therecommendations. All such bills and proposed constitutional amendments shall have receivedapproval as to form by the revisor of statutes prior to transmission thereof to the legislativecoordinating council.
