12-4006.   Same; legal counsel; expertadvisors.The council is hereby authorized to engage legal counsel andexpert advisors onthe subject of taxation or governmental organization and procedures as may benecessary to carryout the duties of the council. Compensation for such counsel and advisors shallbe determined bythe council within the limits of available funds.
