12-4007.   Same; state and local officers attendanceof meetings.Any member of the legislature, appointed state official orelectedpublic officialshall have the right to attend any meeting of the council; and may present suchofficial's views onany subject which the council may be considering. Such official shall not havethe right toparticipate in any decision which the council may make unless such official isa member of thecouncil.
